Opioid Lobbyist Cinde Warmington’s Disqualifying Record

February 18, 2026
Concord, NH — As Opioid Lobbyist Cinde Warmington launches her campaign for Governor, New Hampshire voters deserve the truth: Warmington repeatedly chose powerful special interests over Granite State families — and that long, recent, and ongoing record disqualifies her from ever being Governor.

Highlights from Cinde’s disqualifying record:

2000

Warmington represented New Hampshire’s first for-profit methadone clinic, arguing for expanded access and pushing to remove limits on how long patients could remain dependent on methadone.

2002
While lobbying for Purdue Pharma, Warmington testified before the New Hampshire State Senate opposing stricter regulations on OxyContin, calling it “a miracle drug” with “very few side effects”.

2013
Warmington represented pain clinic supervisor John Schermerhorn after his subordinate, Christopher Clough, was exposed for massively overprescribing fentanyl in exchange for kickbacks. The New Hampshire Board of Medicine found that inadequate supervision contributed to the misconduct, which resulted in Clough issuing 760 fentanyl spray prescriptions, nearly 84 percent of all such prescriptions in the state, as overdose deaths spiked.

2021
As an Executive Councilor responsible for overseeing state contracts, Warmington intervened to protect the NHPHP after it was found in default for illegally lobbying to keep its contract, publicly defending the organization despite having previously served on its board.

“Opioid Lobbyist Cinde Warmington wants voters to believe her conduct is ancient history or harmless legal work, but the truth is far different,” said NHGOP Chairman Scott Maltzie. “Her career shows a consistent, decades-long pattern of siding with special interests and defending the same bad actors who drove the opioid crisis in New Hampshire. Cinde Warmington’s despicable record disqualifies her from ever being Governor.”###
